Aoki Tadako is a Shrouded Isle water sorcerer who specializes in weather magic.
Rumor has it that there was a price on her head during the blockade, due to some swamped-and-sunk ships and someone having dropped her name to the Dragon Army.
She separates people into three categories: the ones who were here and helpful during the blockade, the Dragon Army, and everyone else. Everyone else isn't automatically bad guys, but they're not the in group.
