His name is Chun-Zi and he lives in the City of Lights in the Illuminated Precincts.
He is the source of the Cryptomancy Page mechanic, and gave it to the party and Autumn Rose after it was discovered that he had been allowing Autumn Rose to pay for the same information every few days, as a result of repeatedly triggering Li the Wanderer's thwackback.
