The Harbor of Fortunate Arrival is the seat of the royal house of the Hon'eth Arcade (the House of Benevolent Oversight).
Situated about halfway down the coast, the Harbor itself even seems to have some actual fortunate arrival feng shui.
Xiao Fa met some street kids there, including Tai and Tao-Fen. The House of Quiet Concordance is also there. Their mainstay is Master Tranh, who has a mansion with a garden which is, simply, perfect.
One of the Flower Houses here is the Hidden Orchid.
