An imperial spy working for the Chancellory, Ando has had several interaction with the party.
He was covered as a tax inspector in Daizhou, where his orders were to report anyone who crossed the wall and back to his superiors.
Recently, he's been reassigned to look into the southern threat.
He's chummy with Li Merit and respectfully courteous with Takanata.
