A member of the Imperial Inspectorate, met during A Tale of Two Tea Houses. He is a fire sorcerer and a friend of Eto Tansho.

Xiao Fa listens to his drunken ramblings, but underneath the alcohol, judges him to be honest and idealistic, if rather disillusioned.
