One of the three Great Masters of Iron Mountain, often known as the Perfect Master, Quan Lo is the Master of the Way of the Guiding Hand, a sect of the Spiral Path. He resides in the Green Pagoda, which he rarely leaves.

Quan Lo maintains that the Way is slow, steady, and unavoidable, even by those who do not follow it; he teaches that the individual need, and the greater need, are illusions.
