The Stone Drum is the capital of the Qin Chao Steppes, a fortified flat-topped mountain.
Etiquette at the Court of the Stone Drum requires weapons to be put aside in the presence of the First Servant, but kept close at hand, carried by young girls, in case the city is attacked and needs defending.
