Once in the Cycle, possibly a move by Dragon to appease him since it seems possible that most of what is now the Empire was once ocean. Dragon allowed Phoenix to take his place about 650 years ago, making Whale quite bitter.

Whale seems to have a small island of whale-touched folks, which seems to be something of a cheat.
