Ingredients:
- One chocolate-containing cookie
- One caramel-containing or nut-containing cookie.
Combine.
A turtle cookie may be spent to make an NPC (or another PC) reroll; ideally, you should declare this beforehand with conditionals. For example: "If he rolls more than 4 successes, I spend my turtle cookie to make him reroll." However, if you remember very soon after the roll, you can use it then too.
