The Fire Brigade is led by Captain Moross. He found the chaos and uprisings to be irritating, because people built barricades, keeping his men from getting through the city to fires, and then when they were done with the barricades, they threw all of the detritus into back alleys, creating a terrible fire hazard.
Winston made an alliance with them by promising to send Bureau of Weights and Measurements people to harass business owners to clean up their back alleys.
