Garden Hill is the domain of both nobles and those who have been in a lucrative trade for enough generations to aspire to the upper class as well. The estates and their renowned gardens are usually surrounded by high walls, but even the businesses who have kept a foothold on the Hill tend to have luxuriant gardens, more visible to the public. The best restaurants in Tourmaline are on Garden Hill, and Morgan's Grove, where the best musicians are to be found.
