Winston talks to the Fire Brigade HQ, and the Road Repair Crew. He also drops by to chat with Arelia Baird at the Office of the Royal Treasurer. Some while later, he importunes the Royal Social Office, who want a party, which leads him to places like the Victualer's Guild (merchants), and the Department of Parks and Recreations, where he meets Drake.
