She's the person going around doing quests for cycle spirits. She did one for the Phoenix, and the party gave her a suggestion for the Butterfly, which was deemed the Worst Quest Ever.

Interestingly, Determine Aspect reveals that "She is the same kind of abomination that Xiao Fa is."
