Four annoying women from the far West, who have mysterious powers and are interested in messing around with our government structure. They seem to have arrived in the Empire on the airship discovered in Expedition to the Mountains of Heaven. The philosophy of the Light seems to involve casting off the shackles of oppression of hierarchy(?) and religion. They seem to have destroyed their own gods, by blowing up their equivalent of Mount Olympus.

Ambassador Seraphina, who announced the alliance with the house of Butler. Lu Sin Da, working for Li-Juan. Millicent, "infiltrated into the service of the Great Stone Mistress" (Precious Jade). Delilah, working for Madame Cho in the House of the Lotus.
