A nearly-Great Spirit, Whale was once in the Cycle. The party speculates that this was possibly a move by Dragon to appease him, since it seems possible that most of what is now the Empire was once ocean. Dragon allowed Phoenix to take his place about 650 years ago, making Whale quite bitter.
Whale seems to have a small village of whale-touched folks named Three Piers, which seems to be something of a cheat. The Whale also has a servant named Renyu, rescued from the Dragon Army by the party.
