A seventh-generation bureaucrat, Winston has an abiding faith in the eternal character of the Imperial Civil Service, even in the face of chaos and regime change. He would be the first to agree that it is often absurd and inefficient, but he sees this as an opportunity more than anything else. He is a student of every bureaucratic maneuver, both above-board and underhanded. He has little sympathy for the incompetent, and his scruples are eclectic at best. He sees the bureaucracy as an iron cage of fury in which the most efficient and competent will and should win out for the good of all. The thrill of the bureaucratic hunt is his greatest joy in life.

Winston is the Head Clark of the Bureau of Weights and Measurements. He is about forty years old, and has a wife (Genevieve) and several children: Cecily (21), Algernon (20), Gwendolen (19), John (16), Ernest (15), Horatio (13) and Eleanor (11). Gwendolen is rebellious, and often absent from the dinner table.
