The canal-filled City of Light is the capital of the Illuminated Precincts, on islands at the conflux of the Jasmine River and the sea.
The city is the home of the Exalted Library.
The street kids here get handouts from well-to-do kitchens; some of them have a small business selling crayfish bruschetta for lunches. Lijuan has taught them some martial arts and some cycle animal riddles.
